Legal foundation to promote national digital transformation
The Party and State have built a solid legal foundation to promote digital transformation nationwide, creating conditions for synchronous and effective implementation of policies on digital government, digital economy and digital society. This is clearly demonstrated in important strategic orientations, typically Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of policies and guidelines to proactively participate in the Fourth Industrial Revolution and Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation (S&T), considering digital transformation as one of the strategic breakthroughs. The goal by 2030 is for the digital economy to account for at least 30% of GDP, and by 2045 for at least 50% of GDP, putting Vietnam in the group of 30 leading countries in innovation and digital transformation.

The Government has realized these strategies through many important documents, including Decision No. 749/QD-TTg dated June 3, 2020 approving the "National Digital Transformation Program to 2025, with a vision to 2030"; Decision No. 942/QD-TTg dated June 15, 2020 approving the Strategy for e-Government Development towards Digital Government for the period 2021 - 2025, with a vision to 2030; Decision No. 411/QD-TTg dated March 31, 2022 approving the "National Strategy for the Development of the Digital Economy and Digital Society to 2025, with a Vision to 2030".
The Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development was established to direct and resolutely implement the tasks of developing national Science, Technology, Innovation and Digital Transformation. The Steering Committee has issued Plan No. 02-KH/BCĐTW dated June 19, 2025 on promoting interconnected, synchronous, fast and effective digital transformation, meeting the requirements of restructuring the political system's apparatus. The plan demonstrates the spirit of urgent and drastic action, with a clear 2-phase roadmap, specific tasks and responsibilities assigned to each level and each sector.
Currently, ministries, sectors and localities have proactively developed and implemented Resolutions, plans and projects on digital transformation for 5 years and annually in the period new according to the policy and orientation in Resolution No. 57-NQ/TW. Resolution No. 57-NQ/TW has determined: "institutions are a prerequisite, need to be perfected and go one step ahead", "turning institutions into a competitive advantage in science and technology development, innovation and digital transformation".
According to data from the Ministry of Science and Technology, as of the third quarter of 2025, the rate of online public service records reached 39.71%, of which the ministry sector reached 52.45%, the local sector reached 15.79%. The national data integration and sharing platform (NDXP) has processed more than 3.6 billion transactions, of which the third quarter of 2025 alone reached about 222 million transactions, an average of about 3.7 million transactions per day. In the field of innovation, the value of registered technology transfer contracts (implemented by the Ministry of Science and Technology) reached 308 billion VND, with 945 Enterprises granted the Certificate of Science and Technology Enterprise.
In the field of post and telecommunications, the output of postal items reached 1.1 million items, an increase of 28.6% compared to the third quarter of 2024, the revenue of postal services is estimated at 23,000 billion VND, the mobile broadband speed in July 2025 reached 151.69 Mbps, the fixed broadband speed reached 250.45 Mbps; the number of 5G mobile subscribers exceeded 14 million, the IPv6 usage rate reached 65%, ranked 2nd in Southeast Asia, 8th globally.
Orientation for national digital transformation development
To strengthen the legal framework for digital transformation, the Ministry of Science and Technology has chaired the drafting of the Draft Law on Digital Transformation, which is currently being discussed by the 15th National Assembly at the 10th Session. The Draft Law aims to establish a synchronous legal basis for the entire national digital transformation process, fully regulating the principles, rights and obligations responsibilities of the State, businesses and citizens in the digital environment. The draft Law also sets standards and mechanisms to ensure information safety and security, data management, promote the digital economy, digital society and digital government. At the same time, it aims to create a favorable legal environment for Vietnamese technology enterprises, encourage innovation, promote the application of AI and advanced digital platforms, and protect citizens' rights in the digital environment.
Digital infrastructure is the foundation for Vietnam to become a modern, smart digital nation.
With an institutional foundation for digital transformation that has been completed over time, this is a launching pad to build Vietnam in the digital age. According to experts, the three directions that need to be focused on in the coming time include:14
First, building a creative, smart and distance-free State, where management, operation and service provision decisions are supported by real-time data and AI; all public services can be implemented in a complete, paperless, personalized and convenient way for people and businesses.
Second, developing a dynamic, competitive and autonomous digital economy, in which businesses, especially small and medium enterprises, have easy access to shared digital platforms, open data and support policies, while promoting digital economic models, data economy and "Make in Vietnam" technology products to reach out globally.
Third, build a humane, inclusive and safe digital society, ensuring that all citizens, whether in urban, rural or mountainous areas, have the opportunity to access digital technology, be equipped with basic digital skills, participate in the digital society, while protecting personal data, preserving and spreading national cultural values in the digital environment.
With a legal foundation, synchronous implementation mechanisms and clear strategic directions, Vietnam is creating a favorable environment to catch up, progress together and rise in the digital age, while realizing the goal of becoming a leading country in innovation and digital transformation by the middle of the 21st century.
