Prime Minister Pham Minh Chinh speaks at the ceremony to respond to the National Innovation Day 2025.
The Government requests ministries, branches, agencies, units, localities, enterprises and individuals, based on their functions, tasks and powers, to effectively organize the implementation of the six tasks assigned by General Secretary To Lam in the morning of the same day.
To thoroughly implement the direction of General Secretary To Lam, the Prime Minister proposed implementing the "3 no" motto in developing innovation:
1. Do not say no, do not say difficult things, do not say difficult things but do not do them.
2. Do not be perfectionist, do not rush and do not formalize innovation; do not create barriers to innovative thinking and decisive action in innovation.
3. Do not let administrative procedures get in the way, do not limit the innovation space of any collective or individual.
For development partners and international organizations, the Prime Minister proposed "3 major supports" to help Vietnam:
1. Technical support, sharing of experiences to help Vietnam build policies, legal frameworks, infrastructure and resources for innovation.
2. Financial support, technology transfer, especially in priority areas, strategic technologies and development of research and development (R&D) centers in Vietnam.
3. Support for market connectivity, helping startups, innovative startups and Vietnamese technology enterprises participate in the market, value chain and global supply chain.

For the young generation, students, the Prime Minister emphasized the "3 pioneers":
1. Pioneers are exemplary in leading innovation and digital transformation.
2. Pioneers are exemplary in overcoming their own limits to always innovate at all times, places, in all matters and in all circumstances.
3. Pioneers are exemplary in racing against time, developing intelligence, being decisive and resolute in innovation.
