The decision applies to state management agencies on science and technology, innovation and digital transformation, as well as ministries, branches and localities with related activities in this field.

With the promulgation of the Criteria Set, Vietnam officially enters the stage of data-based management and results-based assessment, towards a modern and effective science and technology system, linked to practical needs and sustainable development goals.

The Criteria Set includes 46 criteria, divided into 4 main groups: Input, results, efficiency and impact. The criteria groups are built according to the logic of results management, fully reflecting the process of forming and implementing the dissemination of values ​​of science and technology, innovation and digital transformation in all fields.

The input criteria group (2 criteria) focuses on two core factors: Human resources and financial investment for science, technology and digital transformation. This is the foundation that determines the creative, research and application capacity of the entire system.

The group of results criteria (10 criteria) reflects the specific achievements of research and application activities. There are 6 criteria to evaluate research results such as the number of scientific articles, inventions, useful solutions, protected plant and animal varieties; and 4 criteria on technology transfer such as the rate of commercialized inventions, the value of transfer contracts. These indicators not only measure the "quantity" but also show the "quality" of Vietnam's creative capacity.

The group of efficiency criteria (5 criteria) is a measure of the level of contribution of science and technology and digital transformation to the economy and enterprises. There are 3 criteria on economic efficiency such as the proportion of contribution to GDP, increased labor productivity, and 2 criteria on business efficiency such as revenue from new products or the reduction of management costs thanks to digital transformation. This is a group of criteria that shows whether science and technology has really entered life or not.

Assessing the effectiveness of science, technology, innovation and digital transformation on socio-economic development.

In particular, the impact criteria group (29 criteria) is considered the soul of the Criteria Set, reflecting the profound impact of science and technology, innovation and digital transformation on the economy, society, environment and national governance. In which: 7 economic impact criteria measure the level of development of the digital economy, high-tech export value, revenue of high-tech parks and high-tech agricultural zones. 10 criteria for social and environmental impacts reflecting people's digital lives: 5G coverage rate, cashless transactions, digital healthcare applications, renewable energy, digitalization of ethnic culture... 8 criteria for governance and public service impacts towards building a digital government and digital society, including the rate of online public services, the number of electronic identification accounts, people's satisfaction level... The last 4 comprehensive criteria reflect the national position through global indicators: Innovation Index (GII), E-Government, Cybersecurity and Human Development Index (HDI).

Thus, this set of criteria does not just stop at "counting" results, but also "shaping" the direction, promoting an innovation ecosystem that operates based on data, impact and real value.

According to Decision 2244/QD-TTg, the Ministry of Science and Technology is the agency in charge of collecting, synthesizing data and organizing annual periodic assessments, reporting to the Prime Minister.

Ministries, sectors and localities, based on their functions and tasks, collect data and send results to the Ministry of Science and Technology before April 15 every year, and can flexibly apply this set of criteria to evaluate the performance within their sectors, fields and localities.

It is noteworthy that the set of criteria is not only a statistical tool, but also a basis for planning and adjusting development policies. Through scientific and transparent measurements, management agencies can clearly identify bottlenecks in investment, human resources, and operating mechanisms, thereby designing appropriate policies to promote innovation.

This is also an important tool for Vietnam to integrate and compare internationally. When the criteria are standardized, the data is updated regularly, and the comparison with global indexes such as GII, HDI or e-Government will help determine Vietnam's position on the world innovation map, thereby having a clear strategy to upgrade and make a breakthrough.

In the context of science, technology and digital transformation becoming the core driving force of economic growth, this set of criteria is considered a "road map" for the process of creating and managing development.

Not only measuring efficiency, it also promotes a culture of innovation based on evidence, encouraging localities, businesses and research institutes to aim for real efficiency and specific social impact.

The issuance of the set of criteria for evaluating the effectiveness of science and technology, innovation and digital transformation is an important step forward in Vietnam's development management, demonstrating a new mindset: Measure for development, evaluate for action.

When the indicators are operated synchronously and data is shared among ministries, branches and localities, Vietnam will have a comprehensive picture of the national innovation capacity as a foundation to plan development strategies until 2045, making science and technology, innovation and digital transformation the pillars of the knowledge economy.
